Lets just say that after reading it I don’t believe the claim a bit. It’s a scam that is going to extort information from you that can cause you headechs much later. You didn’t win and there is nothing to claim. Next time you win something you either turn in the lottery ticket or read the rules of the game. If you haven’t read any rules or you know that your participation in this lottery was zero than why are you reading into false hopes. There are better things to do with your time than getting drawn into poorly written email content.

So many disclaimers!! Here is one for you:

This email may lead you into believing that you have won something of value. But in reality you are being tested on your ability, or lack of, to detect identity theft crimes in progress. Whatever you do, don’t reply, write, call, or communicate in other fashions. This is like playing with fire when you are a baby; it’s often more dangerous as the identity theft rings, and even singular con artists, have the charisma and resources to get some of the curious individuals into the bracket of crime victims.
